SLiMS should have branch management

SLiMS should have branch management like the following way:
1. Create Branch, by default there should be one branch.
2. Add user under branch
3. Set permission according to branch; one branch users will not be able to edit other branch biblio and member information.
4. Super Admin can set the role of the users.
5. Other admin(s) may have all/specific role to access and control all branch data.
